To add a new player in your friend list, click on his character and then on Add to my friend list

To create a party, click on the character that you wish to invite then click on Invite in my Party. Unlike guilds, parties are temporary. Members of the same party have a special channel reserved for their only use and can therefore locate each other a lot easier with the compass.
