Temple Merchant used to give Kolossokens in exchange for Doploons, it was removed when the Inter-Server Kolossium released and Kolossokens were no longer scarce.
To increase a stat from 0 to 100 through scrolls alone, you'd need 9600 Doploons (500 for small, 1500 for normal, 4200 for great and 3400 for powerful).
